Objectives of the workshop:
Many industrial zones (IZ) have been implemented in Vietnam in the last years; some of them have already constructed a centralized wastewater collection and treatment system. The costs for operating the wastewater infrastructure can be (partially) financed by implementing wastewater tariffs which have to be paid by the customers (the industries connected to the centralized wastewater system). In an Internship-Programme, provided by the German-Vietnamese Research Project "AKIZ" (www.akiz.de), students of Environmental Economics at Can Tho University’s (CTU) School of Economics and Business Administration (SEBA) have researched the current situation of wastewater tariffs at Vietnamese Industrial Zones by:
Following three main topics were assessed:
Topic 1: Current status of wastewater management in Vietnam
Topic 2: Laws/regulations for management of wastewater/tariff settings in Vietnamese IZ
Topic 3: Experience and lessons learned from Industrial Zones in Vietnam.
Moreover, the four SEBA-Students exercised on one case study three different tariff formulas, which will be introduced and compared to evaluate its advantages and disadvantages.
During the Workshop SEBA-Students will introduce their research results, especially the outcome of the survey in about 20 Industrial Zones in Vietnam and their lessons learnt. German and Vietnamese experts will introduce their experience and present their view.

Especially operators of decentralized wastewater treatment plants are invited to participate in this training course. Next to the theoretical introduction on sludge characteristics and sludge treatment a practical training will be realized. The training course will be carried out at the Central Meeting Hall of Tra Noc I in Can Tho City.
A GIZ/AKIZ workshop on "Sharing Experiences on Decentralized Waste Water Treatment in Vietnam" is planned on 8 and 9 May 2013. The objectives of this workshop are:
On the second day, a field trip to the Decentralized Waste Water Treatment Plant at Cai Khe market and to the German-Vietnamese Joint Research Project "AKIZ" at the Industrial Zone of Tra Noc (Can Tho) will be conducted.
Within the AKIZ-Project, Prof. Carsten Haneke is sub-contracted by IEEM gGmbH – Institute of Environmental Engineering and Management at the Witten/Herdecke University to contribute to the elaboration of a concept for the waste water management at Tra Noc Industrial Zone, Can Tho City.
He is Professor for public economy, infrastructure-business Public-Private-Partnership of Bremerhaven University of Applied Science and director of Institute of Public Economy and Public-Private-Partnership (IPEPPP). Among others, he can look back on more than twenty years of national and international experiences in the environmental business as chief-engineer in a construction-company, statutory consultee, head of water-business in water-companies and advisor for ministries and public-authorities.
He was invited by the School of Economics and Business Administration (SEBA) at Can Tho University (CTU) to held a guest lecture on 13th March, 2013 about aspects of "Cost-efficiency of wastewater-treatment" to 60 participants from CTU, which are 20 teaching staff from SEBA (Department of Agricultural Economics and Natural Resource and Environmental Economics), and College of Environment and Natural Resources (CENR) (Departments of Environmental Science, Environmental and Natural Resource Management and Environmental Engineering) and 40 Bachelor and Master - Students from SEBA and CENR.

A centralized wastewater management project for Tra Noc Industrial Zone is currently under elaboration by local institutions of Can Tho City.
Under its Subproject 1, the joint German - Vietnamese AKIZ - Project on industrial wastewater research is assigned to develop a waste water management concept, harmonizing the decentralized pre- treatment and centralized final treatment of wastewaters, before discharging into the environment.
Financial considerations about the operation, the maintenance and reinvestments in the wastewater assets is a major concern of all related stakeholders. The AKIZ - Project is providing capacity development for local partner institutions to enhance knowledge and skills in financial aspects of wastewater management in Tra Noc Industrial Zone.
To address this need, the AKIZ - Project has organized a workshop on "Tariff calculation" on 12th March 2013 at IDC Can Tho, focusing on three main objectives:
About 15 representatives of Can Tho City’s Department of Finance, Department of Construction, Department of Environment and Natural Resources, Department of Planning and Investment, CEPIZA and CIPCO (all institutions in charge of waste water tariff calculation for Tra Noc IZ) discussed actively about current needs and challenges to calculate and introduce a sustainable wastewater tariff.

In order to disseminate results of AKIZ - Project, the Center for Information and Documentation of Can Tho (IDC) suggested AKIZ to send experts to present their experience at a workshop on 12th March 2013 at IDC in Can Tho.
The content of the workshop comprised the introduction of wastewater treatment technology solutions, operational experience and monitoring of the performance of wastewater treatment plants.
During the workshop, four reports from foreign experts of AKIZ were given about:
Around 120 participants (Students of Can Tho College, Can Tho University, Companies of Tra Noc Industrial Zone, Can Tho Newspaper, Can Tho Radio and Television station, VTV Can Tho …) discussed with the international AKIZ experts about problems and solutions of wastewater treatment.

The Mekong Delta Region is under serious threat because of improper management of solid waste from domestic and industrial areas. It is lacking in proper concepts and budgets for replacement of the outdated waste treatment facilities. Communes and Cities have to come up with decisions about investments soon. The People's Committee of Can Tho City had requested the AKIZ - Project and Department of Science and Technology (DOST) Can Tho to co-organize a workshop on Solid Waste Management, focusing on three core objectives:
The Workshop was held successfully on 11th March, 2013 at People’s Committee of Can Tho City with the participation of over hundred representatives from cities and provinces along the Mekong River Delta, Environmental Agencies and Research Institutions, etc.

In the framework of the Mekong Environmental Symposium by German Federal Ministry of Education and Research (BMBF), an excursion to AKIZ Project in Can Tho City was organized from March 7 - 8, 2013. The excursion aimed to introduce IWRM research activities and facilities in the Mekong Delta region supported by Federal Ministry of Education and Research (BMBF) through AKIZ - Project.
The excursion started on 7th March 2013 from Ho Chi Minh City right after the Mekong Environmental Symposium had finished. On 8th March 2013, the excursion participants (a BMBF - Delegation and national and international guests) arrived for a welcome session by People’s Committee of Can Tho at the Meeting Hall of the Industrial Zone Tra Noc. From there, a guided tour started to AKIZ - Project’s high -tech lab, AKIZ's pilot plants in Tra Noc Industrial Zone and nearby Can Tho Pesticide Company, demonstrating the latest wastewater treatment technologies and a hazardous waste incinerator.
A number of participants continued with a journey by boat on Hau River to visit traditional floating fish cages, guided by a representative of the Can Tho Department of Agriculture and Rural Development (DARD). After the visit, participants left back to Ho Chi Minh City.

From 11 to 18 August Mrs Dr Long and two of her employees of our Vietnamese project partner SIWRR visited us for a study tour at our AKIZ project in Hanover. Besides the project-related discussions, the programme included visits of water treatment facilities in Berlin, the Ruhr District and Braunschweig. Furthermore, the colleagues of IEEM in Witten and ISWW in Brunswick were visited.
From 13 August to 13 October Mrs Hoang Giang Vu Nguyen from SIWRR was researching in the field of anaerobic ISAH modeling in the scope of a DAAD scholarship. We are pleased that due to this scholarship, an intensified exchange between the research institutes was made possible under the umbrella of the AKIZ project.
Can Tho Pesticide Joint Stock Company (CPC) (www.tstcantho.com.vn) is a Vietnamese medium size pesticide company with about 200 employees, focusing on manufacturing, processing and trading plant protection chemicals, with a yearly capacity of more than 10.000 tons. The company’s distribution system includes more than 60 level-1 and over 200 level-2 agents concentrated in the Mekong Delta and other nationwide provinces. The company plans to export to Cambodia in the near future as well.
Currently about 10-20 m³ wastewater depending on the production are released per week, treated in a small, outdated sewage treatment plant by alkalization, vertical filtration with activated charcoal and sand and stored in large lagoons.
To burn old cartons and packages from own sources and resellers, CPC invested in 2004 in a waste incinerator using an old technology that could not meet the new national environmental standards of 2011 anymore.
On the 3 July 2012, two German projects (BMBF funded "AKIZ–Project" and BMZ funded "Development partnerships with the private sector program" of GIZ) and CPC jointly celebrated with local stakeholders the implementation of activities to provide technologies to improve the environmental situation at CPC.
CPC introduced to local stakeholders of environmental agencies, industrial zone management and scientific institutions the new incinerator, supported by the GIZ - Project "Improving the treatment of toxic wastes to minimize environmental pollution". The Project duration was 9 months and aims to improve social and environmental aspects in the enterprise and enhance living conditions for the local people by installing a toxic waste incinerator with the capacity of 50 kg/h and 1,200oC temperature secondary chamber to treat wastes discharged from manufacturing and out-of-date pesticides collected from sales agents of the company.
In the scope of AKIZ – Subproject 2 "Toxic Substances Elimination", CPC was selected to implement research activities on wastewater treatment by the University of Stuttgart and HST Hydro Systemtechnik. The objectives of the research are the adaption and demonstration of approved chemical and physical treatment technologies for decentralized, near-to-source detoxification of industrial wastewater to the specific constraints in Vietnam and the test of innovative approaches under local circumstances. For the first test phase a 20 ft experimental container was just installed to collect data and information for the operation of the pilot plant, which will be installed in August 2012.
The Workshop on "Monitoring of Wastewater Systems in Urban Regions" was held on 25 May, 2012 with the opportunity to visit the AKIZ-Project-Facilities on 24 May, 2012.
Also, a delegation of the Ministry of Science and Technology (MoST) visited the AKIZ facilities in Tra Noc Industrial Zone on 24 May, 2012.
The AKIZ – Project has organized the workshop jointly with the German ODA - Project "Wastewater Management Program" (WMP) of GIZ and was supported by the Can Tho Industrial Zone Management, CEPIZA. The joint organization by two German - Vietnamese wastewater projects in Can Tho combined successfully the advantages of both projects, which are experienced on industrial wastewater management (AKIZ) on one hand and urban wastewater management (WMP) on the other hand.

In March 2012 the pilot container of "TP 4 - recovery of valuable materials" as well as the pilot container of "TP 6 - sewage sludge" arrived in Tra Noc. TP 4 container is situated at SABECO company (Western Saigon Beer Brewery) whereas TP 6 container can be found directly next to the TP 5 - container laboratory. Both TP already started with putting the pilot plants into operation.

The workshop hosted by GIZ, CEPIZA, Hochschule Bremerhaven and IEEM, was addressing aspects of legal regulations, technical requirements, sustainable pricing, financing and management of wastewater in urban and industrial areas. Different perspectives from wastewater dischargers, wastewater asset operators, owners in urban and industrial areas and financiers of waste water projects had been introduced. The awareness on above mentioned aspects of waste water management for local stakeholders in Can Tho have been increased. Detailed knowledge and tools had been provided to enhance the capacity of the management and technical staff of institutions in charge of wastewater management in Can Tho.

The workshop focused on industrial wastewater treatment, membrane technology and sewage sludge treatment. It had been organized by the AKIZ project partners LU Hannover and TU Braunschweig at Hanoi University of Science.
On occasion of the Lunar New Year the Tra Noc Water Supply and Sewerage Company (TRANOWACO) invited the local AKIZ project team to play a friendly international football match against their own team of Tra Noc Water plant. The match took place on 27 January 2011 at a local foot ball stadium in Can Tho City. After a hard fight on both sides, the friendly match finished with a 6 : 5 victory of the AKIZ project team.
